Description

KLG Jones was hired by the Owner, Athens-Clarke County, under the SPLOST program, to provide commissioning services for the new county jail expansion and existing county jail renovation projects. The projects can house inmates in 11 separate housing areas. The facility is self-sufficient, containing public areas, video visitation, jail administration, video arraignment, hearing room and judges chambers, intake, health services, central control, kitchen, and staff services. Project was designed to meet LEED new construction standards with over 100 skylights, special lighting controls, and HVAC BAS controls to reduce energy. The facility also had custom plumbing controls to reduce and control water consumption.

The facility is served by a new central energy plant with (2) 430T water-cooled chillers, associated cooling towers and pumps. The project was served by four
4.2MMBTU natural gas boilers. The four-pipe system is connected to dedicated air handlers serving each different housing area providing flexibility for energy consumption during periods of light occupancy. The HVAC system is controlled by a full DDC BAS system. KLG Jones commissioned the full HVAC system and associated controls including the smoke evacuation system. The Electrical Systems commissioned included lighting controls, power distribution including panel schedule verification, and emergency generator. We also participated with the security commissioning at a reduced capacity. The specialized plumbing control system was commissioned and verified based on system input and associated response to conserve water and prevent system damage.

Commissioning activities included LEED Fundamental and Enhanced Commissioning services. We started with development of commissioning specifications and drawing reviews. KLG Jones reviewed the OPR and BOD documents as well as the construction submittals, development of a commissioning plan, creation of prefunctional checklists, conducting commissioning meetings, witnessed major equipment startups, and conducted site inspections during construction. KLG Jones developed custom test scripts and lead the functional performance testing. We validated the Test & Balance report via random sampling, managed and validated the Cx Master Issues Log and provided a final Commissioning Report.
